The term stands for Graphics Interchange Format. In the world of social media, they are animations often made of video footage and moving in a loop-like format.
To make your own on your phone, first open Shortcuts and search ‘Make GIF’ like this:

Next, choose a photo or video. I recommend editing the video in advance in your Photos app if you need to as the ‘Make GIF’ function will default to the entire video you select.

Making a GIF out of a photo only works if it’s a Live photo, meaning this button is turned on when you take the picture in your iPhone’s Camera app:
